How to publish your package to the Atom.io repository?

1. I wrote my package (plugin) for the Atom editor.
2. Posted it on github.
But I don’t understand how to do it so that other developers (users) can find my package through the atom packages manager and that my plugin is displayed here (Atom.io)

I barely figured it out, in general, like this:
The apm command works through the Shell in Windows.
To make this command visible, I set the path to apm in the environment variables like
this: \Atom\App\Atom\resources\app\apm\bin
I also installed Node.js, I don’t know if this is necessary.
