How to publish posts from authors with pre-moderation in wordpress?

We keep a blog, we decided to give free access for users to register and post news with pre-moderation. Didn't find such feature in WP. How to create a role or set up a user role that will allow you to add news, but send them first to the admin for pre-moderation?
