How to publish an article if there is no access to the Sandbox?

I wrote an article about the IT infrastructure of distance education, but I can’t publish it - it doesn’t let me into the Sandbox because it’s not read-only, and it doesn’t let me into blogs because it’s not “+5”. I did not find anything in the rules about this case, the pluses for Q&A do not change the situation in any way. Maybe there is some way to submit an article for pre-moderation for registered users?

We love to receive karma in a different way. For example, to tell what the article is about and if it is interesting, I'm sure +5 will be typed quickly.
