How to publish an application built in PhoneGap Build to the AppStore without MacOS?

Good afternoon!
The task was to publish the application assembled in PhoneGap Build, i.e. I have an .ipa file on hand, but how can I upload it without XCode and Application Loader to iTunesconnect?
The situation is this - there is no machine with MacOS, and therefore XCode definitely disappears. I thought there was an Application Loader at least for Windows, but this is a problem. I found the official dmg image from Apple and it also turned out to be on MacOS.
If any solution to boot via Windows?

You can develop anywhere, but you'll need a Mac OS to publish, buy a cheap, used Mac mini for this purpose, for example.
