How to provide access to internal resources from the outside?

Good day everyone.
There is a server on which the 1C server and a file dump are spinning. And there is a user who sits on a remote site.
Task. It is necessary to organize access to data for him remotely, without a VPN connection. I do not really want to do forwarding to connect via RDP.
Personally, I see it all as the organization of a site from where it will be possible to access internal resources. Something like Yandex.Disk. Those. cloud with web interface. Let's say in this form without 1C, at least just resources. How can something like this be done? Preferably on Linux.
Of course, the web face should simply display the contents of the server, essentially relaying the contents. The server itself with a web face should not contain any data.

I think you can use the WebDAV protocol to exchange files. How to set up a server and forward a port - I think you can easily google it.
