How to protect windows server 2016 and block ip for a while with numerous requests?

Friends, please tell me if it is possible to make restrictions on all ports using the standard win server 2016 firewall if many requests come from one ip. For example, within 30 seconds there were 30 requests, block this ip for 60 minutes. Or maybe there is a program suitable for this task.

You will have to count requests yourself.
But when the desired limit is reached, you can programmatically add a new firewall deny rule:
