How to protect an excel file by mac address without the ability to bypass the macro in openoffice and libreoffice?

A macro was written in VB to open a file on certain devices (for mac). But it's easy to bypass if you use Openoffice or libreoffice. What protection method would you recommend to protect an excel workbook? Password encryption is not suitable (because then it will be possible to open it on another device knowing this password, but it is necessary to limit this).

It looks like you are trying to solve the problem of data leakage with the wrong means.
You need to implement some kind of DLP system.
Or provide remote access to the file without the possibility of copying it, this option is easier.

The MAC address is easy to spoof if you have admin rights to the OS. This method is fundamentally unreliable.

Binding to a hardware certificate. Well, or at least a software certificate. If this is of course possible.
BUT:
if the task is to give the opportunity to open a file to one, but not to let others do it, in order to exclude data leakage, then you solve it by the wrong means, if the value is the data, and not their organization in the book (that is, if the value is the numbers given in the book - you are mistaken, if the value is the sort order, average, charts, etc - which can be changed in the book in the order you need - it will still work).
The data itself can be leaked in a hundred different ways - up to copying it on a piece of paper and taking a photo of the screen with a phone.
