How to properly set up squid proxy on debian?

Dear colleagues.
I had a task to set up a proxy server on Linux (Debian) through which network users will access the Internet.
After installing Debian and starting to configure it, the following problem arose:
In the squid.conf file, in acl, I specified the subnet that will connect to the Internet:
acl localnet src 192.168.1.0/24
Further, following numerous manuals, I specified the IP of the machine as a transparent proxy in the configuration file : After
http_port 192.168.1.241:3128 intercept
saving the file, and restarting the proxy, it refuses to work, issuing the following:
Active: failed (Result: exit-code)
Please tell me what I'm doing wrong, or advise where to read about the correct configuration of squid. Thank you all in advance.

That's what you're doing wrong - you don't look at the logs of the program and don't quote them here.
/var/log/squid

Why do you need a transparent proxy? In normal mode, regular users get proxy settings through GPO or admin hands and usually work.
