How to properly set up models in django?

Trying to minimally access the model
from articles.models import Article, Comment
Error - Model class articles.models.Article doesn't declare an explicit app_label and isn't in an application in INSTALLED_APPS.
The articles directory is in dir. apps, but it seems to have indicated, also made a description in INSTALLED_APPS. I don't understand why it is giving an error.

your application is not added to INSTALLED_APPS. just add it to the end
