How to properly set up HD Voice in Asterisk 11?

There is a bunch of Debian 8 + Asterisk 11
Equipment: 2 OpenVox 3G gateways + Phones that support HD Voice
One gateway is configured strictly 3G
The other 2G / 3G
Tried to set up HD Voice, the audibility is just terrible. No matter how they twisted, I had to return to aLaw / uLaw
What can you recommend?

Do not try to push HD Voice through 2G and traffic loss
