How to properly set up freebpx and grandstream 503 for outgoing calls?

I can't set up outgoing calls to freepbx and grandstream (connected to a city PBX)
1. Where should I set up outgoing calls, to grandstream or to freepbx?
In the grandstream 503 device, in the fxs / fxo port settings, there is an option to configure dialplan, so I don’t understand if I need to configure it there or do I need to do it in freepbx?
2. How to properly set up outgoing calls? Do I need to create a trunk? input/outbound routes?
