I also wonder how bad it is to set up an admin panel .. On the one hand, this is kind of evil, but on the other hand, how else can you quickly create a user and give him rights, for example?

There is only one evil from the panels - the more popular they are, the more often they are raided by hackers, but if you install updates in a timely manner and do not neglect security tips + backup, then you can survive any attack.
The presence of the panel itself dramatically reduces the cost of a specialist and increases the chances of figuring it out yourself according to the manuals.
In addition, if you want hosting for yourself (home / office site), then this is one thing, and if a commercial service, then quite another.
In any case, you need a specialist who can at least design and advise and calculate the approximate costs.

there are ready-made solutions for beginner hosters, for example vestaCP.
All you need is a Server with linux on board, then the installer will install everything you need, ftp/php/apache/nginx/mysql/postgresql/
so it will install the admin panel for sites where you can configure restrictions and other features. for complete happiness, there is not enough integration with billing, but you can do it yourself.

But you should understand that the same cPanel and ISPmanager5 are functional and more convenient.
Also, if you want to "dark" (engage in reselling), then you need to take what is more convenient for potential customers. At least the client wants a file manager, which vesta does not provide for free, for example.
