How to properly organize printable HTML forms?

Good afternoon.
Tell me how to organize the generation of reports in HTML according to the template?
I have an XLS template. I can fill in these files and offer them to the user to download. But it's not convenient. It's much easier to make an HTML template and fill it out.
What means can be used for this?
Drawing a report form from scratch is somehow long and, in my opinion, not correct. Are there any generators? Or is it easier to save the xls template to html and use that?

I would do HTML layouts. This seems to be easier for you.
If you do not have an ERP with a constructor, and there is no requirement for a "blonde to make up a report", then do it through HTML. It's easier)
