How to properly organize an API?

I am writing an application in Lua, which in the process of work launches third-party scripts, which are, in essence, modules of this program (interact with the data of this program).
Are there any tips / sources that would describe the competent compilation of APIs for non-web applications (or REST / SOAP are also suitable here?)?
