If by "header search" you mean the search located in the header of Bitrix24, then you cannot modify it. The maximum is to change the search content.
If you want to change the search content and add the responsible person to the search set, then you should subscribe to the d7 entity update event, check that the parameters in the event have exactly 1 key - SEARCH_CONTENT and you can add anything to it (strrot13).
