How to properly link taxonomies to each other and custom WP post types?

Good day!
It is necessary to divide the posts on the site by genres and cities ....
Genres - Theatre, Sports, concerts.
Cities - Moscow, St. Petersburg, Kazan.
So that being on the page of the genre Theater www.....ru/Theater,
in addition to the general list of posts (theatrical performances tied to this taxonomy), there are links to cities that also have theater performances with such a construction
www.... .ru/Teatr/Moscow, www.....ru/Teatr/St. Petersburg, www.....ru/Theater/Kazan
on the page www.....ru/Sports
should be links to cities www.. ...ru/Sport/Moscow, www.....ru/Sport/SPB,
www .....ru/Sport/Kazan links to genres with reference to this city
on the page of the city www.....ru/Moscow (in addition to displaying all the events in this city)
there should be links to different genres of events in this city ....i.e.

Genre/City - what is it? categories/subcategories? or taxonomies? dependent then how or are these 2 independent taxonomies ? Or maybe someone alone (Genre or City) is the tag (label) taxonomy/tag ?

cities as "languages" via mqtranslate localization plugin
genres as usual - categories or taxonomies

In WP, this is actually difficult to do, it is better to use Modx for such things or even a self-written CMS. I once made a website and I needed a registration form, as here I couldn’t implement it with VP...
