There is a site that I myself wrote without engines and other things. html-css-js.
The customer wants to manage the content himself. There was a question of transferring the site to cms.

More difficult with data:

The problem will arise if this is Bitrix, which stores all data in one plate. )))
If you work with php, choose jumla, it has a good architectural design.
A bunch of modules (but you need to check here) as for me a very worthy option.
In general, self-written SMS can be even easier to set up than others.

2. Create templates for the output of typical pages, customize the output of content and auxiliary blocks.
