How to properly configure and optimize / speed up windows 8.1 64 bit (for one language) on a laptop?

So there is a laptop HP Pavilion 15-p055sr G7W94EA System
type:
Intel(R) Core(TM) i5-4210U CPU © 1.70GHz 2.40 GHz
64-bit operating system, x64 processor
Memory frequency 1600 MHz
Memory type DDR3L SDRAM
Random access memory (RAM) 4 GB
Graphics Integrated+GeForce 840M 2 GB
Hard Drive 500 GB Seagate ST500LT012 Laptop Thin
RPM 5400 RPM
Used for C/C++/java programming in eclipse and idea.
Symptoms of the problem:
1. Periodic disk loading 100%. As I understand it, to treat this, you need to disable / enable the Prefetch services (I did not find this one) , Superfetch, Readyboost (I did not find this one). How exactly should this be done (change the registry or just disable services)? I also realized that it is necessary to disable indexing on all disks. How to do it? I also read that you need to disable Windows Search. How to do it? Some advise to play with swap files. Some advise turning off the indexing of ALL and ALL in services. Some say: Go to your windows search bar and type cmd, when it pops up right click it and run as admin, type "WPR -cancel". Some advise: Start - Run - taskschd.msc, go to: \Microsoft\Windows\Application Experience\, rightclick on "Microsoft Compatibility Appraiser" and disable. Some say disable compat tel runner and just telemetry. I would also like all the settings to be saved after a reboot.
2. Periodically enable automatic maintenance (in Windows 8/8.1, you can go to the control panel -> system and security -> administration -> task schedule -> scheduler and go to the Task Scheduler Library -> Microsoft -> Windows -> TaskScheduler section) , which causes the brakes. As I understand it, you need to disable what is shown in the picture:

But after rebooting, Idle Maintenance and Regular Maintenance are turned on again. Plus, Maintenance Configurator cannot be disabled at all (it says: "The user account under which the work is being performed does not have permission to disable this task"). How to overcome it?
3. Constant brakes in IDE Eclipse and intellij idea, connected, in my opinion, with HDD and windows.
To summarize,windows services (and disabling unnecessary services), editing the windows registry , setting the windows task scheduler to eliminate the above symptoms.
What do you advise? Can I somehow simplify the work with the settings by switching to "GOD MODE"?
PS Or do you still have to upgrade by increasing the memory to 8/16 GB and installing an SSD drive? Maybe you can just install windows 7 64 bit on this laptop?
Will it give a performance boost?

Buy an SSD instead.
And memory, well, at least up to 8.
If you have less than 8 hectares of memory, it won't help, safsem.
Even by setting up services, you won't achieve much.
But if you want, download some tweaker like... "Windows10 Manager" (I won't tell you the exact name, this one just caught my eye)

And the operating system has nothing to do with it at all.
A modern system, plus a browser, plus a couple of background user programs like a messenger consume at least 3-4GB of RAM.
That is, if they fit into your 4GB, then there will definitely not be any space left for caching and launching other programs, which means you will have to go into the swap.
And you have paging on the HDD, which, even without paging, cannot cope with multiple requests.
