How to properly compile via command line?

How to compile and run the file? I launch the command line from the folder where the .Java file is located, it compiles and runs, all the rules. But if I run from the desktop, then he does not look for them. I created path variables, but to no avail ... Maybe I did not understand what they are for? Can you run files from anywhere? Or do you need to write the path of this file and class every time (it's very long and inconvenient)? I think there are easier options.

Indeed, each time you need to write the path of this file and class.
The option is simpler: create a .bat file in which to register all the necessary commands.
