How to properly add Symfony to PATH?

Download Symphony. Moved to C:\PHP, which is in PATH. echo %path% shows that everything is there. But 'symfony is not recognized as an external....' blah blah blah.
On bash it works as expected.
What could be the problem and how to solve it so that everything works in cmd?
