How to prohibit EXIM from sending to mail.ru?

Is it possible to restrict delivery to certain servers, and force Exim to only send to those it needs.
Such a task is needed to be solved.
Forbid sending to mail / yandex - but send to everyone else except these.
and vice versa to another only on mail / yandex for other bans.
How to make such prohibitions by means of the exim config.
p/s PowerMTA and other MTAs don't use the features due to the large number of servers in different locations.
