How to PROHIBIT a monitored profile in Google Chrome from deleting users?

I have a controlled user in order to control his activities on the Internet, BUT he can easily delete both his profile and my profile in the "change users" window, that is, the manager's profile without entering a password. After deleting the profiles, he can safely use the browser without any restrictions under the user "User 1". How can I PROHIBIT a monitored profile from deleting users?
