What do you need to study for this? What is it even called anyway?

Regular animated gif.
You can create one either long and difficult from scratch in some kind of video editor or 3D animator, or simply with a ready-made service in the wilds of the Internet, for example, like this:

I think if you google, you can find a tool with which the effect on your link is done in a couple of minutes without any special knowledge.

In a video editor (sony vegas or adobe aftereffects) or some kind of gif animator, it is NOT long and difficult, but quick and easy.
