How to proceed? Local server and php requests? Subscribing to a WP site?
It is necessary to develop a system that gives access to the site for a certain amount, i.e. paid subscription to the site.
Decided to use kiwi (ishop.qiwi.com). In php, I am a complete zero, well, MB one, and I understand that it will take me a lot of time. The site is not yet hosted, because it is not ready - it remains to make a subscription.
Do I need to host it in order to test the work, i.e. receive answers from kiwi to my requests, etc., or can I somehow do it differently? If not, how can this process be made more convenient? Because it is not very convenient to constantly upload / update files on the server itself (on the hosting). + I would not like to burn the site before its completion

What does "burn" mean? If you are talking about search engines, then in WP you can disable indexing by setting the appropriate checkbox. If you are afraid that someone will accidentally get on it, then make several subdomains with strange names and place it there - the probability of getting on it tends to 0.
