How to prevent the extension from sending user cookies during ajax requests, and allow it to act only anonymously or on its own behalf?

This refers to the background page, which has its own storage, but for some reason user cookies.
The extension should go to public pages and check the content, but if you do it on behalf of the user, then they are marked as read, which is not correct.
