How to prevent someone else's license from running on a computer?

There is a program X on computers A and B
Each program has its own license file

Computer A - License A
Computer B - License B

I want to disable this scenario:
Computer A - License B
Computer B - License A

How to uniquely identify a license file in order to prohibit the launch of someone else's license on a computer without being tied to hardware and any third-party software, including without connecting to the Internet?

Do not do this - the hardware on computers changes very often. And when it will be changed and the software will not work, you will be remembered with bad words. Use hardware keys to bind to physical hardware.
And there is such software that is sold once or twice and there is no point in making such protection.
