In my case, this worked: execute gpedit.msc - "Computer Configuration" - "Windows Configuration" - "Security Settings" - "Software Restriction Policies" - "Additional Rules". In the right field, right click - select "create a rule for the path" - in the creation window enter the path to the folder and select the security level "not allowed". Programs from this folder are now blocked from running until the user cancels this policy.
