How to prevent changes to OpenVPN connections?

Runto 14.04. How to prevent the user from changing the network connection settings, in particular OpenVPN, performed during system boot? Or generally prohibit the launch of networkmanager to view and change existing connections?

Just put the config in the /etc/openvpn folder and restrict its write permissions. OpenVPN will be brought up on system boot and NetworkManager -a will not interfere, just as NetworkManager will not interfere with OpenVPN .
By the way, in this case, certificates can be stuffed into the client's config, which, in my opinion, is convenient, since taking care of one file is easier than five.
