Just put the config in the /etc/openvpn folder and restrict its write permissions. OpenVPN will be brought up on system boot and NetworkManager -a will not interfere, just as NetworkManager will not interfere with OpenVPN .
By the way, in this case, certificates can be stuffed into the client's config, which, in my opinion, is convenient, since taking care of one file is easier than five.
