How to prevent certain lines from being viewed?

There is a main report table that should be collected from the tables of each manager. Managers should only see their own lines with their last name. I know that this can be done using a database and an application on a computer, but I need a person to be able to fill in from any phone. Under Android, one could still come up with something, but under ios. Maybe there are some implementation possibilities. Because the main report must also have the function to be edited by the administrator, and changes with a specific last name must be displayed to the manager. Tried to do it in google docs using formula but then you can't edit imported fields

Simply - no way.
Option 1: collect data from several files into one, and then scatter back.
Option 2: do something like authorization when opening a file, and then arrange the data according to the required logic.
Naturally, you will need to program in VBA.
