How to prevent any execution of scripts in a specific directory and subdirectories?

Apache HTTP Server

There is a directory /home/user/php/css/ which contains CSS
How to prohibit any execution of scripts in this directory and in its nested directories?
In .htaccess, which lies one level higher in /home/user/php/, can I write a rule?

Create .htaccess in the folder, but not in the root :-) but in css
with the line php_flag engine 0
