How to prevent another program from closing the browser when opening devtools?

When the program (.exe) is launched, the chrome browser opens with the desired site, when I open devtools, the browser is closed by the program (not a window, but a browser with all windows). How can you use devtools in this case?

Kill the original exe process, or freeze it (suspend), using sysinternails process explorer Are you
sure that an unmodified browser is being launched? in the sense that it is not in the browser that there is a ban on opening devtools? like a plugin?
