How to permanently set encoding to UTF8?

Whenever I create a project, windows encoding 1251 is automatically substituted. In the settings it is marked system default. Everything that is possible in the settings I change to utf8, and the next time the project is created, it changes to utf8 again. How to fix it ironically and permanently?

In Windows, everything is bad, and the default encoding is just in windows 1251.
That is, everything works correctly. Change in Settings > Editor > File encodings from system default to utf-8 - you will be happy.
