How to pay with PayPal in dollars?

Good afternoon! Tell me please. I need to pay a certain amount to a person on paypal in dollars (abroad). There is a payoneer card that I want to link for this. Do I understand correctly that PayPal will make this payment through the ruble (i.e., it will first convert to rubles, and then to dollars again)? If so, is there a way to avoid this (for example, register a paypal in Europe through vps)? There is also a Ukrainian account. Thank you!

If this person bills you in dollars, then in the payment settings you can choose to pay in the seller's currency.
