Aliexpress does not accept PayPal. Basically. Pay by card.
In Belarus, PayPal accounts are defective and do not have their own balance, they cannot accept money - you can still only pay from a linked bank card.
If you have a (someone else's or foreign) "full-fledged" (non-Belarusian) PayPal account with a balance on it and you want to pay for your purchase on Ali, find a Russian intermediary, transfer PayPal to him and let him pay for your purchase with his card. Pay the commission.
Or exchange PayPal at an exchanger or with an intermediary for Yandex.Money and pay for the purchase with them.
