How to pass test profile data to Google Play Console when publishing an app?

I publish the application in the market where the main content is available only after registration by SMS confirmation.
For the first time, they did not accept and unsubscribed a message like "Give us a test account for review."
Other applications that I published were with email registration and moderation had no problems for creating a profile through test mails.
In the current situation apparently they can't use phone numbers to register, in this case I created a test account for them. The question is how to transfer them to them, since nowhere when publishing the application version there are fields for specifying additional information. Who faced a similar problem, please unsubscribe, how did you find a solution?

I had an app. which was first published, but then, due to changes in the rules, was blocked. I wrote in support of a question-clarification on certain points of the rule, a live person answered me, and with him I already resolved the issue directly.
