How to pass parameters in Yii?

Tell me, please, I have 'layout' => 'default' in my config/web.php file.
There is a settings table in the database, there is a params and value column, layout is written in params and default2 is in value. Tell me how to make it so that the data is transferred from the database and not from the config/web.php file?
Thus, I just want to make many more different settings for the site!
