Dimensions in svg are set in points, points are set in the viewBox. SVG can take on any physical size, that's the point of a vector.
You must draw, respectively, in points, and then simply specify the desired size for the entire svg.
For the convenience of drawing, you can set the viewBox 1k1 with the size set in millimeters.
