How to pass an anchor to another page?

Faced with the need to pass the anchor link to another page. As expected, a tambourine and dancing around the fire were waiting for me. Has anyone solved this problem before and have a simple solution? So far, I had to edit the breadcrumbs, the controller, and still do the scrolling in js. Well, the anchor should be remade into a request? Anchor. So simple, but tasteful.

In general, JS is indispensable here. I managed to intercept location.hash and deleted all other tweaks. Only with the help of page scrolling was he able to defeat anchors.
