In VK api there is a limit of 1000 users. That is 1000 you sparsish and all. It is possible to bypass the parameter rebranding, such as first 20-21, 21-22, 22-23 years and so on. Everywhere on 1000 results. Also iterate over other parameters, gender, status, sorting by popularity or by date... I don't know any other way to bypass the 1000 limit.
