How to parse a .ts container?

Good afternoon. I am a beginner programmer. I'm doing a study project in which I'm trying to combine video and audio into one .ts container. To begin with, I decided to parse the file made by the VLC player. But I ran into the following problem. In all the sources that I studied, it is written that after the FF stuffing bytes there can be nothing in the packet, but I have a different picture, and I don’t understand how to decrypt what lies after them. I tried to understand the specification, but did not find the answer there. Maybe this is the Program association section, but then where is the indication that this is it, or the pointer_field ?? I'm a little confused, I would be grateful if anyone can help.

FFmpeg handles all this very well. Stupid topic for a school project. What exactly do you want to learn on such a project?
