How to override the default backspace and alt actions in xubuntu?

The fact is that the alt key allows you to temporarily switch to another tool in Photoshop, in inkscape - you can use it to remove a contour point.
In phpstorm, when I try to wrap multiple tags and give a name to a new block, if I make a typo, then backspace doesn't remove that typo, but exits emmet.
I hope someone has come across these problems.
I searched in the settings to change the keyboard shortcut, but to no avail.
I would be grateful for help.

Hello,
It's not entirely clear where the OS is. The OS handles the keys in the usual way, if the program in which the work is being done has not reassigned the generally accepted actions for the keys. BS removes a character or selection, Alt - activates the menu. If it works somehow differently for you, then the program has already reassigned the actions and you need to configure the program, not the OS.
