How to overcome the ORA-12514 error?
The base works for about 30 minutes after launch, then this error flies when trying to connect.

First of all, I recommend that you make a backup of the entire database.
It looks like you have a problem with some row in the table with object_id=267. What is this object, you can look
select * from all_objects where object_id=267;
Given that the object_id is not large, most likely the object is a system one. And given that you have Oracle Express, the patches are not applicable to you. So the easiest way to solve your problem is to upload all user data via exp/expdp, create a new database and upload the data back via imp/impdp.
If, of course, you can do it.
