How to overcome "Error loading dictionary" when changing user password via passwd?

I am getting an error:

[[email protected] ~]# passwd oracle
New password:
/usr/share/cracklib/pw_dict.pwd.gz: No such file or directory
BAD PASSWORD: The password fails the dictionary check - <b>error loading dictionary</b>
Retype new password:


How to download this dictionary?
And at the same time a question about passwd: is there an option to change the password without accessing the dictionary? That is, when you intentionally need to create a simple password. Will the hack work if you create an empty pw_dict.pwd.gz file?
