The cheapest VPS on a dedicated IP is enough, if for a parser, then many IPs are better. Next, a proxy server is configured with rules for which requests through which IPs to let in and that's it. An example of a finished setup is here . The most expensive thing in this matter is renting a large number of unbanned IPs, the system itself can even be assembled on a toaster.
