30 handsets is not 30 simultaneous calls, is it? It doesn't happen like that :)
Two super budget options.
1) One or two base stations such as Mitel (aastra), hung in a box on the street somewhere "in the middle". We only supply electricity. 30 cheapest DECT tubes are bought, which are screwed to this base. Automatic telephone exchange is not necessary, time "exit" is not necessary. Everything works autonomously, within your "forest".
2) Several tubes with bases are bought (the same TGP500, for example, but it's better not to :) Yealink wp60 is better), there are 6 tubes each. Thus 5 bases (5 tubes), + 25 tubes. We fasten 6 tubes to each base. We put a small PC with asterisk in the "forest" (you can also use raspberry pi, it has been working in production as a PBX for 5 years without problems), we start all the tubes there.

можно организовать на АТС LG, бюджет 500 тысяч рублей примерно. можно поднять астериск и купить sip-dect базы на несколько трубок, например панасоник KX-TGP500. бюджет тысяч 200 рублей с сервером.

Я бы при минимальном бюджете делал так
Где возможно тянем к домикам витую пару, ставим wifi роутер микротик. От него питаем телефон.
Где невозможно - бить wifi мостом или репитером.
Возможен вариант 1 роутер на несколько домов, если они рядом в пределах 10 метров.
Сервер на Asterics. Для каждого телефона своя учетка...
Бюджет - "сервер телефонии" тыщ 10-15. Кабель - около 6к за 300м наружного. Роутеры микротик(я бы ставил хотя бы 951 модели) от 3к за штуку...
ТАк же хорош вариант с DECT трубками и повторителями.... Но вопрос - как организовать звонки между трубками и ресепшн. Я так понимаю это отель\лагерь?
