What do you actually need?
If you stupidly cover your ass - follow the Law formally.
Or is it necessary for everything to work correctly?

You can do the following.
Make WiFi password-protected, and give the password only to guests.
And to "cover the backside" to approve the internal regulation on providing access to the Internet, in which to define that your network is closed, only for guests, and is not public.
Or create a password for each room and give it out upon presentation of a passport, i.e. carry out identification on the basis of an certifying document
As far as I understand, guests present a passport. And the law provides for three types of identification: public services, SMS and on the basis of a document
