How to organize vpn access to a Chinese server from Europe?

There was a problem with the fact that from time to time it is difficult to reach the Chinese server from Russia, and the server itself to Europe.
Installing packages on the system becomes hell, as it can take up to an hour to jump through yum update of one 2mb utility with interruptions in communication. Even via ssh it is not always possible to log in.
Ping shows huge loss
The server is in Beijing.
I have options.
1. Either the Chinese server is terribly ddosed considering the number of attempts to log in via ssh (here I see enable access only by key)
2. Low power (the site is closed without links from the outside world). Made as a test site for the integration of the project in China. 1 core, 1GB of opera and 100MB/s channel. The server runs nginx and uwscgi with django. The base is closed from everyone except the localhost.
3. Chinese firewall - tell me which vpn to use in Beijing? So that the connection is normal? up to $15 per month is quite acceptable
