How to organize the XWiki structure?

It is necessary to make two global parts (two root sections) with completely different access.
The first one is most likely readable even without authorization.
The second - is available only to three users, the rest - not at all! (strictly! confidential information)
Is it better to implement it through two separate XWikis, or within one installation it is easy to configure the root access so that you don't have to think about it later, and without risking confidentiality?
