How to organize the work of the server?

Hello.
I have a small site for tracking failures of different sites, and usually the load on it is minimal, there are only 50-100 people online, but when a large site falls (for example, VK), then online takes off up to 5 thousand people, and the i7 3770 server, 32gb, ssd 250gb can't handle it. The site loads in 10-30 seconds. Now there is nginx + apache + mysql, and all sorts of static files in the CDN. And during such visits, the channel is loaded under 1Gbit, and the CPU is 800%. What would you advise to do in this case? The site does not bring a lot of money, so I can’t buy an expensive server, etc.
