How to organize the work of several departments on a large task?

The problem is this: there is a big task (for example, the implementation of a feature), in which several departments take part: designers, layout designers, frontend and backend. At each stage, the work turns out to be unfinished - the task is blocked due to the fact that something is required from another department (for example, the frontend is waiting for edits on the backend side), then it is necessary to return the completed piece of work and continue. If at that moment that other department is busy, work on the task is delayed. Then the task freezes in this state and work on it is no longer synchronous. At the end of the sprint, the work is given incompletely and with bugs and is transferred to the next sprint. It becomes more difficult to control the execution of the task. This affects the quality of the product. What are the solutions to this problem: ready-made workflow, methodologies?

It seems that Kanban or its modifications tailored to your specific needs will be fine for you.
